Export control in science and research

Given the growing importance of export controls within integrated markets and the rapid pace of scientific and technological progress, research organisations play an increasingly important role. Researchers are key actors in this context. At the same time, the European research and innovation sector has strong potential to attract public and private investment from around the world.

For these reasons, the European Commission calls on research organisations to remain vigilant and to actively ensure compliance with export restrictions in its Recommendation (EU) 2021/1700 of 15 September 2021.

Academia Special" webinar series for universities and research institutions

Regular training is particularly important in this context.
According to the recommendation of the Federal Office of Economics and Export Control (BAFA), all employees responsible for export control tasks should have the opportunity to participate in relevant training courses.
Export control personnel must also be kept up to date whenever relevant regulations or procedures change.

For this purpose, we offer an open webinar series.
It is specially tailored to the needs of universities, (technical) colleges, and non-university research institutions.
Individual questions and concerns can be discussed directly in small groups.

Round Table Export Control and Academia

We regularly invite universities and research institutions to discuss practical export control challenges with a BAFA expert. Participants can also exchange initial experiences at our “Export Control Academia Round Table.”

We offer a customised and modular programme for universities and research institutions. The IHK Export Academy is also pleased to support universities, colleges, and non-university research institutions. This includes tailored assistance in setting up an internal export control system (ICP).

Tailored services for universities and research institutions

In addition to our open seminars, we also offer support directly at your university or research institution. A range of options is available to you.

The training courses sensitise participants to the objectives and requirements of export controls for universities and show them practical solutions for dealing with export controls in the university context. We recommend a regular programme in order to involve new employees.

Initial training for the management level (export officers (chancellor or dean), export control officers, HR managers, legal department, etc.)

Awareness training for all employees
Further training on special aspects for particularly affected institutes or specific target groups (e.g. US (re-)export control), according to individual needs.

Interactive e-learning modules on ‘Export Controls in Science and Research’, which, through the integration of various media (e.g. comic-style educational videos) and teaching methods, offer a multifaceted, lasting learning experience on the topic of export controls in science and research. These modules are supported by quizzes designed to encourage self-reflection and assess learning progress, and are available in both German and English.

We would be happy to organise bespoke training sessions and workshops on export control topics for your research institution, tailored specifically to your requirements. Please do not hesitate to contact us!

Possible topics:

  • Sanctions list screening
  • Dual-use workshop
  • US export control
  • Workshop on setting up an Internal
  • Compliance Programme (ICP)
  • Customs compliance system check – reviewing your research institution’s customs processes for potential optimisation and compliance

Five freely selectable modules are available for this purpose, and we will be happy to advise you on them. If you are interested, we will be happy to show you the different variants of our modular range in a live demo.
